Ramesh to hold direct consultations with citizens, says Dams necessary to counter China

NEW DELHI, Aug 10: Minister of Environment and Forest Jairam Ramesh today expressed his willingness to talk to people opposing large dams in Subansiri, Siang and Dibang basin of Arunachal Pradesh.

He today said this while holding an interactive meeting with organizations from Assam and Arunachal that are raising concerns on large dams in Arunachal.

Delegates from Krishak Mukti Sangram Samiti of Assam with experts from Dibrugarh University, IIT Guwahati and Kalpavriksh, Siang Peoples Forum, Downstream Anti Dam Committee of Lower Dibang Valley and All Idu Mishmi Students Union were the participants in today’s meeting held in the Ministry’ office at New Delhi.

Accordingly, two separate meeting has been fixed for Arunachal and Assam on 10th and 11th Sept to be held at Guwahati and Pasighat respectively.  He is scheduled to visit on the day and hold direct talks with the people.

He however said he was reluctant to talk on anti dam agenda. “There can be no negotiating position if the demand is no dam.”

On the recent Indian govt’s stand for dams in Siang basin, he said the country will loose negotiating position to China, if the river water is left remained unused. “If we do nothing in Siang River, then we are going to have serious problems with China.”  Responding to Minister’s stand, Chairman of Siang Peoples Forum Ojing Tasing expressed concern over govt’s position of treating hydro projects as fait accompli.

“For generations, our people have been patriotically guarding this frontier, and now the govt, without our consent, is making us sacrificial lamb in these Indo-China politics.”

Ramesh sending his optimistic note on concerns raised over ecological and socio-cultural impacts due to large dams said that the govt was even willing to scale down the size of the project if it turns out to be seriously harmful.

“We can reduce the generation capacity of a hydro project to half, if the project is estimated to have serious negative impacts.”

Raja Kening of DADC representing the downstream concerns, made a point to the Minister that their concerns were being totally overlooked on the pretext that taking into downstream considerations will even prod Bangladesh to come into the picture.  

Akhil Gogoi of KMSS appraising on the downstream impacts of all the mega hydro power projects coming up in Arunachal Pradesh called for stopping of the all dams in Arunachal Pradesh.

In an appeal to visiting delegates, Ramesh said, “Big dam may not be the way, but the stand for absolute no dam is also not the way.”

Tasing however clarified that their concerns were being raised due to state govt’s rampant signing of MoU.

 

State govt questions move of ECI on refugees, AAPSU reiterates demand

ITANAGAR, Aug 10: Taking serious exception to Monday’s Diyun incident in which Chakma refugees had reportedly attacked the locals, Chief Minister Dorjee Khandu decided to write a letter to the Election Commission of India for conducting electoral revision of the refugees, though the case has been pending in the high court.

In a high level meeting today he called on the Home Minister Tako Dabi to visit Diyun tomorrow to take stock of the situation while instructing to deploy additional forces to maintain peace and tranquility in the area.

PRO to CM reports that the Khandu  had been constantly tracking the development on the Chakma-Hajong imbroglio that has been agitating the minds of the people of the state for decades, had raised the issue at various forums. Besides taking up the issue with the Centre, he had raised the issue at the 55th National Development Council meeting held at New Delhi on July 24 last under the chairmanship of Prime Minister Dr Manmohan Singh.    

Besides the committee headed by Setong Sena (then speaker Legislative Assembly) in 2007, the state government also constituted a nine-member high level committee under the chairmanship of a representative of union home ministry in June last to study the Chakma and Hajong settlement area.

Khandu further asked All Arunachal Pradesh Students Union (AAPSU) who is spearheading the movement against the refuges to call off their proposed bandh on Independence Day and assured all out government initiative to bring out a permanent solution to the crisis.   

Meanwhile, AAPSU has deferred its proposed bandh call following an assurance from chief minister Dorjee Khandu. The 6 member AAPSU delegates led by president Takam Tatung called on CM at latter’s invitation and had an hour-long discussion.

AAPSU proposed revival of Core Committee on Chakma issue and asked Khandu to be its chairman. The Core Committee was formed in 2002 in Namsai after a referendum rally there. The then Chief Minister Mukut Mithi was made its first chairman.

Meanwhile, AAPSU said that it would go ahead with with state wide agitation if the assurances are not fulfilled early.

Meanwhile AAPSU GS Tujum Poyom, questioned the move of the centre and Election Commission of India and National Human Rights Commission for favouring and encouraging the refugees without knowing the fact reality.

He said that assembly constituencies crowded by Chakma and Hajong refuges should not go for elections and process of electoral enrollment at Chakma and Hajong affected Polling Stations should be stopped immediately until the court verdict of AAPSU Vs  Election commission of India are given.

He further said that the State Government should compensate the injured citizens and vehicle owners.  At least two busses were damaged and some cars partially damaged in which students and publics were returning after objecting to inclusion of refugees in the electoral roll at Diyun by angry refugees.

 

NCP unearths results of illegal appointments through RTI  

81 in DSW&CD, 34 in AHV

ITANAGAR, Aug 10: As many as 81 posts were filled up through secret and illegal means and ways by the Department of Social Welfare and Child Development, as per information obtained through RTI Act by NCP which was made available to this daily. The Party while making available the results of illegal appointment said that  the appointments were made on 17th and 24th August 2009.  According to State Vice-President NCP Tad Tana, the Department did not follow the laid down recruitment norms and were carried out with the unholy nexus between the Ministers and the bureaucrats.

Blaming Chief Minister Dorjee Khandu and then Minister Social Welfare Tanga Byaling and Department’s Commissioner and Director respectively, Tana termed the acts of the authorities as a gross case of misuse of power.

Not learning lessons from the High Court's Quashing Order of all illegal appointments of CDPO's, the govt. and its machineries went ahead with all their eyes closed and conscience shut and provided contract jobs to 81 persons mostly belonging to two or three ethnic communities from where the authorities themselves belonged, the NCP leader pointed out.

Although well laid down Recruitment Rules were available for appointment to the post of Supervisors, Gram Sevikas, UDC, LDC and Peons and there exist many  government memos and Court's Strictures on misuse of power to justify situations of extreme exigencies, the government in collaboration with its machineries have simply taken the public of the state particularly lakhs of unemployed graduates for a ride and also exposed its repeated acts of violating all legal provisions of the land. The NCP further informed that 34 posts under integrated sample survey scheme (ISSS) created vide order no. AHV/P-1083/06 (Dept of Animal Husbanddary) were filled up secretly on 11th June and 27th Aug without following any codal formalities.

The Govt. had ample time to float advertisement and conduct at least a Viva Voice to select the most meritorious candidates, but intentionally the Govt. decided to opt for the easiest and nastiest method of secret appointment. Perusals at the result sheet of all categories simply reveal the heights of nepotism and ethnocentric biasness, he added.

Of the total 34 post, as many as 19 appointments were given to a particular community.

NCP Leader termed the acts of the authorities as gross case of injustice done to other tribes and sub tribes and deprivation of genuine qualified unemployed graduates and postgraduate youths of the state. Although authorities might try justifying their acts as exigency of the situation and absence of Recruitment Rules but they must at the same time know that as soon as exigency situation is over, their services ought to be discontinued, he said.

 

Ability beyond Disability

ITANAGAR, Aug 10: The Muskan Welfare Society is organizing an event to showcase talents of the “Differently abled Children and Children in difficult circumstances” entitled “Ability beyond Disability” on August 12, 2010 at Raj Bhawan.

Highlights of the programme will be the performances of the students from Donyi Polo school for Hearing Impaired and a testimony by victims surviving difficult circumstances staying with Oju Welfare Association.

The Society is headed by the First Lady of the state Anupama Singh.  

Chief Minister Dorjee Khandu is attending the programme as Chief Guest while the  Governor Gen J.J Singh would also be in attendance.

 

Citizens clear jungle track

ITANAGAR, Aug 10:  The Future Generation Arunachal Pradesh and local coordinating committee have organized a social service on twenty km long jungle track which links the Yazali Township with number of villages in the area today. Hundreds of villagers thronged the track from Yazali to Rubdi, Kuch-Kuth, Lich–Lith, Delipai, Tab  and participated in social service. Among other, Gaon Burahs of all villages and FGA executive Dr Tage Kanno and other staff took part in it. It may be mentioned here that FGA has been carrying out a women empowerment project in the area. 16 women have been trained on basic home-based health care and development and also as many women’s action groups (WAGs) were formed. Moreover the Village Welfare Workers (VWWs) under the guidance of trained women have been promoting the health care system of the villagers and taking up other development activities. The maintenance of the track is one of such activities. Many panchayat leaders contributed in cash or kind for successful social service.

 

Nyari Welley Open Women Football Tournament

MDFC blank BNGFC 4-0;CCGFC draws with CGFC

ITANAGAR, Aug 10: MDFC, Banderdewa  thrashed BN GFC 4-0 in a  league level match of the First Nyari Welley Open Women Football Tournament played at Rajiv Gandhi Stadium, Naharlagun  this afternoon.

The Banderdewa team took the early lead through Binita Khalkho three minutes into the match. However, the team had to wait till the last few minutes for the second goal. Khalkho struck again in 48th minutes and Charu Roni made it  3-0 in 49th minutes. Saraswati Das netted in extra time to complete the routing.

MDFC, who dominated the match from the very beginning, could have won by a bigger margin had they not wasted free netting chances including a penalty kick.

Earlier, CCG Football Club (CCGFC) played out a one-all draw against CG Football Club (CGFC) .

Road accident claims 3 lives

ITANAGAR, Aug 10: At least three women died and thirteen others were injured, seven of them critically when the vehicle carrying them plunged into a roadside valley in Pongchou circle of Tirap district yesterday.

Sources said the private 407 truck (AS-06/AC/0284) was proceeding to Longding with around 20 villagers when the vehicle fell around 150 metres down the roadside near Kamhua Noknu village, around 70 kms from the district headquarters, killing Tuizing Gangsa (44), Pilak Wangsa (35) and Ngunnya Gangsa (26), and injuring other passengers, seven of them seriously.

Five of those injured have been evacuated to various hospitals in Dibrugarh, Assam and two are being treated at the district hospital, Khonsa.

Six more are admitted at CHC, Longding.

SP Tirap, Palden said that the driver Wangkhah Wangsa has been arrested and a case of negligent driving registered against him.

Horticulture Minister Honchun Ngandam, on getting the news of the mishap, has left the capital to meet the victims.

 

Lohit gears up for JE Vaccination Campaign

TEZU, Aug 10: Lohit, which is selected as one of the 104 districts of the country for introduction of JE Vaccination Campaigns, is all set to launch the campaign. The one time campaign will target all children between 1-15 years followed by introducing the Vaccines in the routine EPI targeting children 1 to 2 years of age at a later stage.

The elaborate plan has been drawn under the Chairmanship of Lohit Deputy Commissioner, R.K. Sharma today. Chairing the meet, the DC stressed on two phases of campaign and advised to collect information on after effects of medicines from endemic districts where the programme has been launched. The Tezu DMO, Dr. N. Ninu and DRCHO Dr. N. Geiyi threw elaborate emphasis on the sign, symptom and precautionary measures on the disease. The districts falling under low lying paddy fields of Assam are Vulnerable as they are the breeding fields of Mosquitos, they disclosed.  

In another meeting at DC’s Conference Hall, all NRHM activities of the district were reviewed. The non- submission of Expenditure statement, problems of execution and  others related problems were thread barely discussed  to make the programme successful. (DIPRO)

 

Vocational training under CAP by SSB Dirang

BOMDILA, Aug 10: A 30-days vocational training programme on food preservation, Bee-keeping, Mushroom farming and weaving for 84 trainees of the district began here today at Industrial Training Institute Dirang Dzong.

Sponsored and organized by the 30th Bn. SSB Dirang under its Civic Action Programme, the training aims at providing the rural youths, especially the dropouts, a means of self sustenance.

Inaugurating the Vocational Training, Deputy Commissioner Rinchin Tashi lauded the efforts of the SSB in implementing the civic action programmes in true earnest and of their endeavour to maintain a cordial relationship with the local populace.

Addressing the trainees, DC Tashi categorically stated that, awareness, motivation and hard labour with a dose of luck would pave the way for the trainees to be self sufficient. Educated and deserving are many but jobs few, so there is a need to branch out and opt for sustainable trades whereby one could be self employed and create employment opportunities for others in the long run, he said. The trainees need to undergo the training with all seriousness and dedication so as to reap the fruits of the hard labour, he added. Underscoring the need of education not only for fulfillment of the materialistic needs but also to imbibe upon oneself with moral values and ethics, DC Tashi reiterated that education should be to make a person refined, sophisticated and a good citizen of the country and the beginning could be to take advantage of the Right to Education where education is totally free and compulsory upto class eight. Calling upon the officers of the Agriculture and Horticulture department, the DC urged them to create awareness and improvise upon the means of dissemination of information as seventy percent of the rural populace sustain on farming.

Earlier, the ADC Dirang, ZPM Dirang, Commandant 30th Bn. SSB Dirang, Deputy Commandant, Area Organizer SSB Bomdila, Deputy Director ( Horticulturist ), DHO, ADTH and Principal ITI Dirang shared their views and exhorted the trainees to whole-heatedly undergo the training and also suggested certain additions to make the training programme more practical and result oriented.

 

Amit Paul to perform at Sagalee

ITANAGAR, Aug 10: Indian Idol finalist Amit Paul will perform in the mega cultural show being organized at Sagalee general ground to mark the 125 years of INC-cum Independence Day on Aug 15.  Prominent state artistes Marto Kamdak, Teli Dimin, Neelam Pope, Rode Karso, Mipe Tao, Pebi Ado, Chera Tania (Junior) and Kipa Rubniang will also enthrall the audience in the mega event.

The chief patron of the mega show and PWD Minister Nabam Tuki would grace the programme, according to Arunachal Artiste Forum,  Papum Pare unit release.

 

Shortage of  subject teachers

ITANAGAR, Aug 10: All Parang Circle Youth Association (APCYA) has requested the political and panchayat leaders not to interfere in transfer and posting of teachers in Papum Pare district. Lamenting that no subject teacher has joined at newly upgraded Govt Secondary school, Parang, it requested the authorities of various schools in  Papum Pare district to issue release order to those teachers  who have been  transferred.

Meanwhile, the union appealed the PWD, Sagalee division for early restoration of Sagalee-Parang road. The road was badly damaged by recent flash blood, it said.

 

Re-training prog for tax and excise staff begins

ITANAGAR, Aug 10:  A 3-day re-training programme for the group D staff of the  tax and excise department began at Administrative Training Institute, Naharlagun today. As many as 42 employees working at different parts of the state are attending the  training.

While addressing the brief Inaugural function, the Director (Trg.) Pema Tshetan  said the training programme is being organized with the objective to provide financial benefit  under the 6th CPC recommendation to the Group ‘D’ employees who do not possess educational qualifications of Class-X pass which is required for entry into Group ‘C’ Pay Band. With the successful completion of the Training Programme, these Group ‘D’ employees will become eligible for up gradation of their pay scale from  the existing  Group ‘D’ Pay Band - IS of Rs.4440+Rs.7,440 + Grade pay of Rs.1300/- pm only to Group ‘C’ pay band –I of Rs.5200/ + 20,200/- + Grade pay of Rs.1800/-  per month. Tshetan hoped that after the up-gradation to the lowest strata of Govt. functionaries, the work culture will improve amongst the Group ‘D’ employees. The  Dy. Director (TRG) & Course Coordinator T. Lodo  spoke on the occasion.

 

ASSU appeals of teachers

ITANAGAR, Aug 10:  All Sajolang (Miji) students union (ASSU) claimed that in Miji dominated areas of Lada circle in East Kameng district schools are facing crisis due to non-availability of teachers. Though new academic session has started but most of the government schools in the areas are non-functional owing to zero presence of teachers. During the tour conducted by members of ASSU it has been found that not a single teacher has joined and students are facing lots of problem. Union has urged both Deputy Commissioner and area MLA to immediately intervene, as it is hampering education of many poor students of one of the most backward region of East Kameng district.

 

AKKDSU reiterates its stand

ITANAGAR, Aug 10: Expressing resentment over the alleged failure of the Govt to fulfill its demand for introduction of ration sorties instead of head-load carriage system in Kurung Kumey district,  All Kurung Kumey District Students Union (AKKDSU) has urged the Govt to respond to  its demands   within three days.   The Union informed that it had given a  memorandum to the CM a month back against head load carriage system.

 

UID for citizens

ITANAGAR, Aug 10: To do away with wrong identity, particularly of the beneficiaries of various government programmes, Arunachal Pradesh took a step further to issue the unique identity card (UID), the ambitious scheme of the government of India.

State’s planning secretary Ankur Garg gave a power point presentation on the UID scheme to the empowered cabinet sub-committee headed by Chief Minister Dorjee Khandu here today.

While the chief minister appreciated the initiative, the committee discussed the strategy for its implementation in the state after giving wide publicity for its mass awareness.

Another power point presentation would be given to the cabinet before it gives the go ahead signal to finalize the modalities of implementation to benefit 13 lakh population of the state, particularly in removing the wrong identity problem.     

Set up in February last year as an arm of the Planning Commission, Unique Identification Authority of India (UIDAI) aims at issuing a unique identity number to each resident of the country, which would be robust enough to eliminate duplicate entries, be easily verifiable and be authenticated in a cost-effective way. The UIDAI was created as a statutory body under a separate legislation while the state government has singed a MoU UIDAI for the implementation of the scheme.  

India is world’s second largest democracy which offers largest beneficiary oriented programmes worth Rs. 1,50,000 crore annually to about 150 million families.

Garg said wrong identity have created many a problems as more than 600 million people are still without identity while it poses a unique problem with 714 million voters and 364 political parties.

The identity problems resulted in inefficiency in delivering government services, inability to prove identity prevented the poor from accessing services and subsidies (public as well as private sector agencies require proof of identity before providing services) as the poor need to identify separately to each agency – and need to get a new agency each time they move. These problems led to in leakages, particularly the middle men obtaining multiple identities to siphon off the benefits.

Though financial inclusion is the buzzword for brining the poor under the planning process, only 18% workers in the lowest income quartile in the country have a bank account and less than 35% have any savings and they do not have access to credit.

The UID to address these problems will include demographic details, like name, date of birth, gender and address details (Mandatory) and names of father/husband, wife, introducer and his ID (Conditional) while mobile number and email address (Optional).

The UID will also include capturing of electronic finger prints of all 10 fingers, iris scan of both eyes and digital photograph of the UID holder, Garg informed the committee.

Among others Minister Home Tako Dabi, Minister Finance, Setong Sena, Chief Secretary Tabom Bam, Development Commissioner V K Dev, Commissioners, Secretaries and Officers of Science & Technology were present. (PRO TO CM)

 

We die either way

Dear Editor,

It is heartening to see the fight over hydropower project in Siang basin is getting dirtier and uglier. It is also understood that both warring parties are trying their best to implement something they believe is good for our future. One party sees this opportunity to harness power and generate revenue for the state and the other party wants to preserve our fragile ecosystem and traditional identity which might be eroded due this project. Fine! I give 10/10 to both the parties. Both the parties have a point to fight for and die for.

Dr. Verrier Elwin, one of most known anthropologist had once opinioned that tribal should not be pushed into mainstream civilization forcefully or else their identity and the intrinsic values on which they base their identity will get eroded. His approache was never implemented.

Pandit Jawaharlal Nehru’s rapid industrialization and rapid economic progress philosophy was welcome by our leaders during our formative stage of statehood. Crores of moneys had been pumped for development of our state by union government. There has been rapid progress in infrastructural development. Today, we have electricity, schools, colleges, hospitals etc. Name what a civil society should have, it is there.

Our state is the only state in India who has the highest number of employees vis-a-vis population. It has over eighty thousand employees which means almost every household has an employee of the government. This also means that all economic activity is almost solely run by the government. Now see the magnitude of the responsibility of our government.

The point to understand is that so called industrialized civilization has gifted a vehicle to run but is providing no enough fuel to burn. The burden of fuel for the vehicle is slowly but definitely shifting towards our government. Now we citizens are in a crossroad. Neither we can get down from the gifted vehicle nor can government provide enough fuel for our joy ride. We all know that at this point of time nobody of us can go back to tribal way of life. We all need good job and enough money, good schools and colleges for children, good hospital to care of our health, good road and bridges, 24x7 electricity and water,   which the government can only provide. But just as poor parent \can’t provide all things that we desire, our poor government can’t either. Reason is no enough money. Our government even can’t shoulder the burden of paying 10% of state share for SSA mission. See how pathetic the state of affair is.

Now, one more thing to be understood is that the deficit money which the centres give to us is not simply generated by central government. That money is collected through tax. Money is an expression of wealth. How long we shall depend on somebody’s money.

Time has come to shed our dependency. How? Revenue generating model for our state is the only solution. State giving every educated youth a job will never be feasible but providing world class education institute, world class health security, and world class infrastructure might be more feasible.

The answers to all this problem is our river. Harnessing of river is the only solution in my opinion.  We can’t be proud of our identity when thousands of youth’s are unemployed, thousand poor families have no access to school and hospital and thousand children have no access to good food.

We have already come a long way and turning back is a suicide. We need to march forward without doubt and without fear.

Either way we die, we may die of dam breaks and earth quakes or from unemployment, poverty, increase in crime rate, moral degeneration. But the deference is first quick death and second slow and senile death.

Die we must one day but before that effort to make our life look better and easier should be the spirit of life.

Keep a vigil

Dear Editor,

I would like to clarify against the readers forum item published in your daily on 7th of August, 2010 under the caption “Good Faith” by one Anita Gao who defended her husband Otu Gao, SI, APP stating that her husband has been unnecessarily dragged into the controversy. She has also clarified that she let out her house to one Tong Tanga of Hansan village of Chamtai district of Mizoram, which she claimed to be an Indian National and social worker on the recommendation of one Talom Mize, teacher in good faith.

I vehemently criticize such illogical and irresponsible statement made by Ms. Gao and request her to refrain from giving such kind of misleading statement. Rather she should cooperate with the investigating agencies as a law abiding citizen.

Ms. Gao defended Tong Tanga to be Indian National which is totally untrue, baseless, as Tong Tanga has already been detected as Burmese origin by birth although Tanga pretended to be a Indian National. He has been identified by SIB and Pasighat Police as a ring leader of those three arrested Burmese nationals. So he cannot be termed as a social worker rather is an illegal immigrant. Simply blaming the Govt. authority to check or detect such illegal immigrants is unacceptable as her husband is also a Govt. servant.

Otu Gao being a responsible police officer, should have applied his judicious mind.  He should have taken their name and proper address at the time of tenancy agreement. Gao allowed the three Burmese Nationals to live in his letting house/rented house basing on the mere recommendation of one Talom Mize, who is not a competent authority.

So I  urge  the authorities to take immediate and appropriate step against those persons who are abetting illegal immigrants to state. Further, I also appeal to my fellow citizens to keep a strict vigil in regards to the infiltrators in this sensitive state.

Not all misuse APST facilities

Dear Editor,

This is in response to some continuous publication in Readers Forum regarding non APST children of APST mother taking advantage of facilities meant for tribal.

We respect & value the customs & traditions of the tribal people in A.P. as long as they don't hurt the sentiments of others like some of the readers here through their opinion over non-APST boys marrying APST girls thereby fraudulently holding a land there. Crooks & frauds are found in every caste, community & religion, who can go to any extent to meet their selfish ends. And hence, measuring them all with the same yardstick is not justifiable. It hurts the sentiments of the innocent non-APST people who are honest & sincerely devoted to their love-marriage, who are happily bringing up their children in the common society.

Further, this is next to impossible to own a land without A.P. Govt.'s verification & approval. This means there is a loophole in the state policy itself. If it's true then I think there's no use crying over the subject as inter-racial/community marriage & its benefits and drawbacks are something which is inevitable, even the Khap Panchayat in Haryana is helpless.

And as far as the question of enjoying APST facilities (Reservations) is concerned, we don't think there is any need for the Non-APSTs now to get in as the whole situation has vastly changed. Every field from education, govt. jobs to business are already crowded with the APSTs. The competition to survive is among themselves now. So, instead of looking for an excuse try making yourself perfect for the competitive state/world.

What matters is how we look, think and conclude. May love prevails everywhere.

I on behalf of the general people of Nakar village under Puyu Panchayat of Mengio circle express our opposition to the proposal for establishment of circle headquarters of Lower Mengio at Yallpu (Silsango).

A circle HQ should be located at a place convenient for the public of Puyu, Pai and Bada panchayat. In my opinion, availability of land for future town planning,  raw materials like sand, stones, cane and bamboo nearby areas  and  presence of a perennial river to feed the settlement  area should be the criteria for  the establishment of the such HQ. More importantly, public opinion should be sought before a decision is taken for HQ else we will seek different option for the convenient of our own village people. An individual leaders’ decision and influence should not be sole criteria for the selection of a cricle HQ, rather the people’s representatives and intellectuals from each village should be consulted.  It has also been found that the issue of establishment for original HQ has been diluted and the location shifted to an unfeasible area.

I, therefore, like to request the Papum Pare district administration and Additional Deputy Commissioner, Sagalee to direct the Mengio EAC to constitute a land selection committee comprising members from every village in the circle to select and repropose an appropriate place for the establishment of the HQ.

Grievances of computer engineers

Dear Editor,

I would like to highlight grievances faced by the unemployed youth particularly Computer Engineer who with Diploma/Degrees. Civil, Electrical, Mechanical are being absorbed in various Departments but vacancies  for Computer Engineers in particular have never been advertised. Since 2006, not a single Computer Engineer has been recruited and as a reason Computer Engineers are engaged mostly as computer operators or office assistants.

I appeal the Government of Arunachal Pradesh to find a good solution and create job avenues for the Computer engineers.

Welly Welfare Society extends heartiest gratitude to Arunachal Pradesh Football Association (APFA) for organising the first ever Nyari Welly Open Women’s Football Tournament in memory of Late Nyari Welly. It is worthwhile to mention that Late Nyari Welly was not only the first woman member of Legislative assembly from the state but also an iconic figure for the women folk of the state. It is further delighted & happy to know that the next “Nyari Welly Open Women’s Football Tournament” will be organized at state level from next year onwards.

I do appeal to the Directorate of Health Services for the early announcement of written examination being conducted for the post of Multi Purpose Workers (MPWS) on 30 April 2010 as per Adv no. APSVBDCS/CSS-32/2008-2009.

Beside this I do appeal to the concern authority to do proper scrutiny of the documents of those  candidates who has been appointed as MPWS during 2008-09.

Truck Driver assaulted, looted

ITANAGAR, Aug 10: All Arunachal Pradesh Public Transport Federation in a release informed that on August 8 near Daporijo at around 7 pm two men forcefully stopped a truck and physically attacked the driver and snatch money from him.

The AAPPTF strongly condemned the barbaric act and demanded for early arrest of the absconded miscreant and also demanded the authority concerned not to release the one miscreant arrested by the Daporijo police.

The federation further said that such incident happened frequently in Daporijo road and if such incident is repeated in near future the federation will take up appropriate step.

 

Union for proper location of proposed Model College

ITANAGAR, Aug 10: Mori-Nyiggong Banggo Students’ Union expressing concerned over the proposal for establishment of Model College at Geku,  said that as per the availability of land, medical, transportation and communication facilities, law and order and other socio-economic factors, the district headquarter will be the more feasible than other places of the district for establishment of Model College.

It appealed to the concerned authority, political leaders and general public to look into the matter seriously for greater interest of the people of the district.

 

Orientation training programme

ITANAGAR, Aug 10: Manghi Welfare Society is organizing a one-day orientation training programme at Sangram, Kurung Kumey District.

NABARD General Manager, Regional Office Itanagar, Dr. BG Mukhopadhyay, DHO of Kurung Kumey District, ADO Sangram, Branch Manager Apex bank Sangram, Veterinary officer Koloriang and CO, Sangram will attended the programme as resource persons.

Branch Manager SBI, Koloriang Pradeep Das have consented to attend the occasion as chief guest and guest of honour respectively.

 

Medical camps

ITANAGAR, Aug 10: Taba Tat Foundation in collaboration with General Hospital, Naharlagun has organized a two-day free Mega health camp at Yazali recently.

The team of 20 specialist doctors, SMOs and 14 paramedical staff of general hospital Naharlagun and three specialists from Niba Hospital, Naharlagun attended the camp.

Tousands of people from different walk of life thronged the venue to avail the free medical services offered by the foundation.

Meanwhile, the public of the area appreciated the TT Foundation and the teams of medical experts for extending medical services.

Sebla Rural Development Society, Deed conducted health awareness campaign at Seya village, Pistana circle recently.

250 villagers including students were benefitted from the camp.

During the campaign the Doctors briefed about preventive measures on HIV/AIDs, Hepatitis, Malaria, Typhoid, Jaundice, Diarrhea and Snake bite.

The villager appreciated the team and the society for organizing the medical camp.

ITANAGAR, Aug 10: The people of Palin area have been facing scarcity of potable water due to damage caused in Water supply system in Langbia village under Palin circle in Kurung Kumey district, claimed  Palin Area Youth Welfare Association in a release today. The union appealed the department concerned for early restoration of water supply.

Condolences

ITANAGAR, Aug 10: All Arunachal Pradesh Government Drivers’ Association expressed shock over the sudden demise of Directorate of Health Services, Naharlagun Driver Aboni Biswas.

He is survived by his wife, two daughters and a son.

The members of the association observed two minutes silence and prayed for the eternal peace of the departed soul.

Admission dates extended

ITANAGAR: Following the request of the principals of the Govt colleges affiliated to Rajiv Gandhi University,  the  admission of class XII compartmental passed students (CBSE) in under-graduate courses for the academic session 2010-11 has been extended for a period of six days with effect from Aug 11, provided the college have seats and necessary academic infrastructure facilities, according to an official release.  No further request will be entertained in case of failure to take admission within this stipulated period.

 

5 Myanmarese arrested in Tirap

ITANAGAR: Five Myan-marese nationals were arrested from Khonsa town on August 7 by Khonsa Police.

A police team comprising OC Thomas Pertin, SI N.Wangsa, Ct. J.Matey, Ct. T.Chombey and Ct. L.Bangyang had conducted a naka at 2 mile, Khonsa on that day. During checking the five Myanmarese nationals were detected from inside an APST bus coming from Wakka Circle headquarter. On demand by police these Myanmerese nationals could not produce any documents for entering the Indian territory of Tirap district. So the intruders were arrested immediately. They have been identified as Angyo Lungpaya- 40, Maisak Lungpaya- 28, Umo Lungpaya- Monggong Lungpaya- 20, Umo Nokpaya- 20 and Kaifin Kaipija-40. They all belong to Roku village, Myanmar. A case vide Khonsa/PS/C/No. 41/2010 U/S 14 of Foreigners’ Act Registered and further investigation is on. (DIPRO)
